This program is dedicated to people building new single-family homes who plan to heat them with a heat pump. It's an ideal fit for investors at the construction stage or shortly after completion.

Funding covers up to 30% of eligible costs — up to PLN 7,000 for air-source heat pumps (air/water and air/air) and up to PLN 21,000 for ground-source heat pumps. Holders of the Large Family Card can receive increased funding of up to 45% of eligible costs.

Important: applications are accepted on a rolling basis, but only until December 31, 2026, or until the allocated budget is exhausted — and this is the final year the program will run in its current form. Don't delay your application.

This is Poland's largest and best-known nationwide program for subsidizing heating system replacement and thermal modernization of single-family homes. It is aimed at owners and co-owners of existing buildings who want to replace an old, inefficient heat source (a so-called "smoker") with a modern solution — such as a heat pump — while also insulating the building, replacing windows, or installing mechanical ventilation with heat recovery.

Since March 31, 2025, updated program rules have been in effect: funding now covers comprehensive thermal modernization of the building along with the replacement of high-emission heat sources with equipment meeting the highest efficiency standards. The amount of support depends on the applicant's income bracket — the lower the income, the higher the grant, which in some cases can reach several tens of thousands of złoty. For applicants without their own savings, pre-financing is also available — funds are transferred directly to the contractor's account before work begins, with the investor covering only their own contribution.

Applications can be submitted independently through the gov.pl portal, through a municipality cooperating with the regional environmental fund (WFOŚiGW), or with the help of a program operator.

You can deduct spending on a heat pump or heat recovery ventilation from your taxable income — up to PLN 53,000 per taxpayer. All you need is an invoice from your installer, which we provide as a matter of course.

Beyond the national programs, many residents of Małopolska can also take advantage of additional local subsidies offered by municipalities and the Regional Fund for Environmental Protection and Water Management in Kraków (WFOŚiGW Kraków, wfos.krakow.pl). These funds generally stack with the Czyste Powietrze grant rather than competing with it. Examples include:

Tarnów — municipal funding for furnace replacement up to PLN 6,000, independent of Czyste Powietrze
Wieliczka — the "Wymień piec w Wieliczce" ("Replace Your Furnace in Wieliczka") program, plus subsidies for photovoltaic micro-installations
Bochnia — grants for boiler replacement and building insulation up to PLN 5,000 per year
Niepołomice, Myślenice, Limanowa — local support programs for residents who meet income eligibility criteria

It's worth regularly checking your municipality's website as well as the local WFOŚiGW, since the terms and budgets of these programs can change throughout the year.

Beyond the national programs, residents of Podkarpacie can take advantage of additional local forms of support in some cities. Municipal funds can generally be combined with the Czyste Powietrze grant:

Rzeszów — the city runs its own Program Ograniczenia Niskiej Emisji (PONE, Low Emission Reduction Program), which subsidizes the permanent replacement of solid-fuel heating with ecological sources (including heat pumps and connection to the district heating network). Application rounds are announced periodically on the Bulletin of Public Information (BIP) website of the Rzeszów City Office. Residents can also use consultations at the Czyste Powietrze Program Point, run in cooperation with WFOŚiGW Rzeszów.
Krosno — in addition to the standard Czyste Powietrze track, the city offers additional local funding for heat source replacement through the Municipal Utility Company (a program available under the "zwrotzapiec.pl" brand). The amount of support depends on the type of new heat source and the age of the building.
Mielec, Dębica, Tarnobrzeg, Przemyśl, Stalowa Wola, Jarosław — in these cities, the main sources of support remain the national programs (Czyste Powietrze, Mój Prąd, Moje Ciepło), handled through WFOŚiGW Rzeszów or directly by the city office. Some of these cities have also participated in regional competitions for EU-funded renewable energy micro-installation grants (under the Podkarpackie Regional Operational Programme), and additional local furnace-replacement rounds appear periodically — it's worth monitoring the BIP websites of individual city offices and searching for terms such as "PONE" or "dotacja na wymianę pieca" (furnace replacement grant).

Municipal program application rounds are usually short and close once the budget is exhausted, so it's worth regularly checking your city office's website and contacting the local Czyste Powietrze consultation point before starting the formal investment process.
